The WA State Federation of Animal Care and Control Agencies has a special license plate for pet lovers. This license plate is $40 for the initial (in addition to your regular license tab fees) and then $30 each year thereafter for renewal. The money goes into a Grant Fund to support spay and neuter throughout the state.

The answer: If you have four of the furry four-legged friends without a special license, you've gone too far.
The town made it illegal this week to own more than three cats without getting a $50 residential kennel license.

Woman to be jailed one day for each of 74 dead cats

A 52-year-old Howard County woman, whose mother was earlier sentenced to six months in jail for abusing cats, must serve a day in jail for each of the 74 cats that died.
Nese Icgoren, of the 7300 block of Swan Point Way in Columbia, told Circuit Court Judge Diane O. Leasure on Friday that she couldn't get her 81-year mother, Ayten Icgoren, to properly care for a small family of cats, then failed to do anything after felines multiplied to well over 100.

In 1930's Germany, the new socialist government of Adolf Hitler (NAZI National Socialist Workers' Party) began indoctrinating children in the quasi-military organization, the Hitler Youth, to inform on their parents should they overhear discussions subversive to the policies of the Leader. As the noose was tightened, local community organizers were appointed to watch their neighbors and were told to report subversive comments to the bureaucrats above them. Neighbors informed on neighbors, some for reasons of patriotism or loyalty, some from fear.
