My male dog is the same way - he refuses to pee outside when it's wet out. He is such a wuss, I have to laugh because his sister couldn't care less. We let them out to go do their business, and he stands at the door, trying to shield himself from the rain - we have to chase him out into the yard to ensure he'll pee. He hates getting his feet wet and won't walk in puddles or wet grass if he can avoid it.
1I've said this before but I'm going to say it again... if you love animals enough to buy Juicy Couture for your dogs --- why not donate that money to your local shelter? Those animals need food, vet care, medicine, etc. Money is better spent - IMO - on those necessities for needy animals than a ridiculous $50 raincoat for a dog that couldn't care less.
