Arching back, especially accompanied by raised fur, signals a cat is scared — now if you're petting her while she does this motion, she may just be trying to get closer to your hand!
My cat does this when I pet her. She really likes when I scratch the end of her back right before her tail begins. She'll stick her butt in the air and her tail twitches like it's on crack.
