Bow wowee! I'm super duper pleased to announce that both the Senate and the House of Representatives approved the "Puppy Mill Bill" in Pennsylvania yesterday! Affecting any commercial breeder selling or transferring more than 60 dogs per year, the main change in the approved bill is that owners get three years to comply with the long list of regulations to make their kennels more humane . . . as long as they've not already been found guilty of violating these rules.
Clearing the House with votes of 183-7 and the Senate 49-1, Rep. James Casorio, D-Westmoreland, the bill's prime sponsor, said:
This is the day that we eliminate Pennsylvania's reputation as the puppy mill capital of the East. The mistreatment of thousands and thousands and thousands of dogs kept in deplorable and inhumane [conditions] will no longer stand.
Although it's just the first step, it makes great strides in changing these horrible conditions and I hope an advancement for animal welfare that will one day (soon) prompt changes and policy consistency across the country.

YAY!!!!! I hope this opens peoples eyes to the puppy mill problem! I'm so glad this passed. I'm curious what those 8 people that voted against it were thinking!
1I'm very happy to hear this!! Hopefully, we can one day eliminate puppy mills for good!
2I am beyond happy about this as well. It's about time! Luckily, lawyers will be able to draw on this case in their own individual states to enact the same, long-needed, changes if law.
3wonderful news! definitely a step in the right direction.
4Yay for positive progress!
5yay!
6hopefully this is the beginning of the end of puppy mills!!
7OMG THIS IS WONDERFUL NEWS!!!!!!!!!!!
Keep passing it for all the states &
Canada!!! If it isn't already. WOOT
8hoorah!!! I hope other states follow suit quickly!
9Dogs are so wonderful to us, we have to do everything that we can for them. This is awesome!
10Wonderful news! It's a step in the right direction! I agree with queenegg...we have to do as much as possible for these furry friends (and other furry friends as well)!!
11phenomenal!
12This should have never been a money making business...good job!
13This is such great news! I hope things change very soon!
14Does anyone know if the amendments that the state wanted to make to the law were also passed. B/C the way the law was originally worded and the proposed amendments are very different. The amendments make it not nearly as great a stride as it could have been and I can't seem to find the final law. Anyone know??

Even though it was amended, it is still a tremendous improvement in living conditions for the animals. Of course, one way to continue to help the cause is to never buy a dog from a pet store (and educate others to do the same).
I don't know if they're going to take up the other bill next year again, but the other "dog law" bill in PA that didn't get through this year was one that would put a stop to these puppy mill breeders performing surgery on their own animals. They can actually perform c-sections, de-barking, and other surgical procedures with out any anesthesia or veterinary medical training - crazy huh? That's why dogs need us to be their advocates!
